Servebolt should add uptime monitoring of domains, environments, bolts on top of the current uptime monitoring to help users understand wether an issue is with Servebolt Cloud or a site.

e.g "Domain is down. Servebolt Cloud is up. Cloudflare is up.".

Additionally, have the ability to notify customers if their website/domain is down.
